um not sure about first language.....my sis got an A in her IGCSE English as a second language and she still had to give IELTS..so yeah :S

no how can you give an equivalince between IGCSE and IELTS?
its just in some countries such as UK or certain universities dont want english as a second language they want first or Ielts or toefl
