English letter format help! Is address compulsory?

Is writing the address and date compulsory even if the question says 'start with dear ma'am or sir?'

Our teacher told me it is because the format along with the address carries some marks....everyone has his/her own point of u....but to stay on the safe side u should write it down...

Guys ! For the article and opinion essays are they both the same ?
I mean I know that for the opinion essay both advantages and disadvantage shall be mentioned,after stating your opinion on the first introductory paragraph then you go supporting your opinion on the 2nd and then on the 3rd you mention the opposing view and then end it mentioning your opinion once more...so the question is that the article can be written same as the opinion format ?..

no address is not compulsory if we have to start with dear sir/madam thats what i learned from school and pastpapers.
