As the molecules on the surface stick together, they form an invisible "skin" called surface tension.. For instance, pond skaters (sometimes also called water striders), along with other similar insects, can walk on the water without sinking because the surface tension of the water is strong enough to hold them! The feet of the insects actually make tiny dents in the surface tension, but not enough to break the tension allowing them to stride or skate across the water..

Water has high collision ie the tend to stick to each other cuz of the hydrogen bond btw the water molecule.. This high colision results in high surface tension (alll water molecule sticking to each other forming a strong layer) an... ya girlscampisra said it rght .. the insect feet are so tiny that the force at which they walk on or rather skate are so the force applied is so miniature that it does not break the High surface tension

Tuberculosis are caused by bacteria . There are strains of these bacteria which are increasingly resistant to drugs - antibodies (for example many type of bacteria have enzymes which destroy antibodies).
Also there is a population grwth of bacteria which are now resistant to multiple drugs including the most effective ones so some no remain alive somewhere might be in human itself or faeces or food, water etc.. so they get transfered to other organism multiplying and making resurgence possible
