    DO NOT confuse urself! The top scale has smallest division (smallest line) equal to 1 millimeter. The lower smaller scale has the smallest division (line) written on it which is usually 0.02 mm. So the least count of this device is 0.02 mm and half of it is 0.01 mm.

    That's what I also said, but according to common sense, you do as follows: Find the least count of the measuring device you're using, half of the least count is the minimum (1 measurement) uncertainty of that device. Leave the rest for CIE :D
