Ok it says that plot a graph of something do can i start the origin y axis with other number and origin x axis wid other number or is it important to start the origin with 0

No,it isn't always important to start with 0 .
You can have a break in the graph,but more importantly it depends on the question( that's the reason why I asked you for the link).
