The question itself states that the electrolysis is similar to cuso4 electrolysis. Therefore since H2 is liberated at the cathode in cuso4 electrolysis it must be the same for tin.

yes, but then, isn't tin more reactive then hydrogen?

If I knew exactly where tin was in the reactivity series I could have given you a better answer but sadly tin isn't in the GCSE syllabus....
