Do you need 3 SAT IIs for Harvard or 2??

On their website, they say they only require 2 SAT IIs, but in a pdf file by cambridge (about recognition in the US) it is written they'll be requiring 3 SAT IIs. I'm really confused, as they could have different rules for international applicants but they've not explicitly mentioned this anywhere. As a prospective student who plans on applying this year, can anyone please help!!?Harvard Requirements.png
