    Is the answer B???? if yes .. then look for the carbon atoms which are doubly bonded first ... Just try to identify which all carbon atoms are doubly bonded as well as bonded to 2 different groups .. then u can conclude that the answer will be either B or C ... so cancelling A and D ...
    So coming to Answers B & C .. now look which compound will exhibit A chiral center

    The requirements for forming an optical isomerism is the central carbon atom being bonded to 4 different groups and u can see this for compound B as there is a carbon atom in the top right bonded to 4 different groups .. hence concluding that the compound which they are asking for is compound B :D Hope You can understand :)
